Aberdeen, Maryland operates under the Council-Manager form of government. The Mayor and Council, elected by non-partisan vote, set policy and appoint a city manager to supervise the implementation of their policies. Aberdeen's governing body is composed of five members, a mayor and four council members, who are elected at large for two-year terms in April of every year. The Council, in addition to appointing the city manager, appoints the department heads.
