The City of Brookings has operated the telephone, electric, water and wastewater utilities since the early 1900's. These enterprise funds were managed and controlled by the City Commission until 1970 when the community voted to vest management and control in an autonomous, five member, Utility Board, appointed by the Mayor and City Commission. In 1997, the community approved a Home Rule Charter and in 1999, it adopted the Council-Manager form of government.
