Description
Following the success of the reforms undertaken since the Cessation of the civil war in January 2002 and the Democratic election of the Government in May of that year, the Government wishes to continue with its development Policy. The Institutional Reform and Capacity Building (IRCBP) Grant of US $25 million from the World Bank is assisting it to achieve that objective by providing funds to:
Support the post-conflict Government of Sierra Leone to establish a functioning local government system and improve inclusiveness, transparency and accountability of public resource management at the central and local council levels of government.
effort by members of society, elected members of the Central Government and local councils, officials and contracted consultants working for both those levels of government, and the staff of the World Bank. This Project Implementation Manual (PIM) will assist all parties to identify their roles and understand what they need to do to perform them.
