MSQ Accredited Designers & Surveyors
Aquamarine is accredited by Maritime Safety Queensland (MSQ) for design, stability, survey, safety equipment, loadline and positive flotation for commercial vessels. We are also accredited for marine pollution (MARPOL). Our Professional Indemnity Insurance is issued through Lloyd's of London. We're at the forefront of CE certification, including being an invited speaker at Marine Safety 2003 on 'European Yachts for Commercial Service'.

Positive Flotation Statements
In Queensland, commercial boats under 6 metres can elect to meet the simplified rules for commercial registration. Central to this is the need for the boat to remain afloat, supporting the occupants, should it become swamped. Aquamarine can conduct testing and calculations to show that a boat has positive flotation. For Rigid Inflatable Boats (RIBs), they can be exempt from carrying a liferaft if they possess positive flotation with the largest air chamber deflated. (See the Transport Operations (Marine Safety) Regulation 2004 or email us for definitions). We are accredited to issue MSQ Positive Flotation Statements.
Australian Builder's Plate (ABP) approvals-we're a defined 'competent person'
Aquamarine can approve information on an Australian Builder's Plate, with the expertise to perform the necessary testing and calculations.
Did you know that some modifications can invalidate the information on the ABP? This goes for dealers too! Play it safe, get your modification assessed beforehand, or you might be faced with rectification costs from the client.

For smaller boats, the Australian and ABYC standards may penalise lower transom heights (with their max load not to exceed 20% of hull volume to transom height). Aquamarine has helped clients increase passenger numbers by 50% by using ISO (international) standards, though they can be more involved.
Design Assessment
Aquamarine can perform design approvals using any of the major rules for Aluminium, Steel, Fibreglass and other Composites including Sandwich Construction. We are MSQ accredited to approve Hull and Machinery, so whether it's your boat's structural design or marine engineering, Aquamarine can help.
Rules, codes and standards we've used in the past include: The Uniform Shipping Laws (USL) Code, The National Standard for Commercial Vessels (NSCV), AS4132, AS1799, ISO 12215, ISO 12217, Lloyd's Rules Special Service Craft (LR SSC), Det Norske Veritas High Speed Light Craft (DNV HSLC), American Bureau of Shipping (ABS) Steel Ships and various Yacht Rules. The USL Code states that "Designers or Builders may elect to use the Rules published by a Classification Society as being equivalent to the requirements of the Construction Section" (of the USL Code). The USL Code is being progressively superseded by the NSCV, which was developed by the National Marine Safety Committee (NMSC). The NMSC has signed an agreement with Lloyd's Register to use Llolyd's Rules under licence for NSCV approvals. Consequently, Lloyd's Rules are specifically called up in the NSCV as a "deemed to satisfy alternative to (full) class" (NSCV C3 Construction, 3.2.2).
Aquamarine has received the latest training from Lloyd's Register in the application of Lloyd's Rules and calculation software to NSCV approvals, organised by Maritime Safety Queensland for MSQ Accredited Designers and Surveyors.
We are also happy to liaise with individual Classification Societies on your behalf, should you wish to have your project type approved by them.
Stability tests and booklets
Aquamarine can perform all testing and calculations required by the USL Code/NSCV, including full inclinings, practical stability tests and roll period tests.
A stability book is then prepared, laid out so it can be easily used by the Master when required. The format is adapted suit the purpose, including passenger ferries, dive/workboats, tugs, barges or yachts.
Damaged stability (flooding) calculations are required for Class One passenger vessels operation in Partially Smooth Waters or higher.
Be aware also that some modifications can affect the stability of your boat. In commercial boats this is called 'further building' and the stability must be recalculated. We can advise whether your proposed modifications will constitute "further building".
Aquamarine has also conducted stability analysis to Australian and international standards, Classification Society and French Flag Administration Rules.
Owner’s Representative, New Construction Survey, Project Management, Expert Witness
Don’t rely on a surveyor appointed by the builder. Engage a professional to have them acting in your interest to ensure that the quality, cost and time of the project meet your expectations (and the contract). Early intervention and communication is the key.

Equivalent Solutions/Risk Management
Sometimes known as performance based solutions, situations that don't meet the published rules can be shown to be equivalent. This is normally more complicated, as Engineering First Principles and Risk Management are often used in combination.
Registered Professional Engineer Queensland (RPEQ)

Boat Share Compliance Solutions
Maritime Safety Queensland have released their policy on Boat Share schemes, effective 1 January 2009. Most companies currently offering management of 'boat sharing' in Queensland will need to upgrade their compliance to meet MSQ's policy. Essentially, unless the management company can be dismissed with a 'minutes' notice, it's boats are treated like commercial vessels and need to be surveyed for commercial registration. Some exemptions can be applied for.
