In 1964, a research project to develop new technologies of pile testing began at Case Institute of Technology (now Case Western Reserve University) in Cleveland, Ohio. The Ohio Department of Transportation funded the initial effort. For over 10 years, Professor George Goble directed the project efforts of graduate students Frank Rausche and Garland Likins.
