In 1991, the People's Progressive Party (PPP) declared that it would fight the general elections later that year as the PPP/Civic and since then much discussion has taken place as to the nature and relevance of the Civic. Although the direction of the discourse has changed slightly since the PPP/Civic won the October 1992 elections, it has, if anything, become more intense.
