To understand what happened next with Depeche Mode, its important to know about the German experimental band Einstürzende Neubauten, the ur-industrial band. Here’s a clip of them playing in 1981: Martin Gore attended an Einstürzende Neubauten concert and decided he wanted to experiment with that sound. The resulting album, released in 1983, was titled (in tribute, I assume, to their new industrial noodling) Construction Time Again. This was clearly not your older sister’s Depeche Mode.
