- beginnings. WARR went on the air in 1970, in Warren County, North Carolina. It started with only 1000 watts of broadcast strength. Vernon Steed, the local owner of what was at that time called, the Warren Theater, began the radio station with a partner, Jim Mayers, who was the owner of WSRC Radio in Durham North Carolina.
