What is Live Scan fingerprinting?

Live Scan is inkless electronic fingerprinting. The fingerprints are electronically transmitted to the Department of Justice (DOJ) for completion of a criminal record check. Livescan refers to the process of capturing fingerprints or palm prints directly into a digitized format, as opposed to traditional ink and paper methods. Livescan systems have evolved from standalone capture devices to sophisticated systems with integration to multiple databases. Images can be captured, transmitted to a central location and interfaced with an Automated Fingerprint Identification System (AFIS) for identification processing.

BACKGROUND CHECK OVERVIEW

Background checks are conducted on volunteers and final candidates for critical staff and student positions, and may include investigation of a candidate or appointee’s state and FBI criminal history summary. This information is obtained through California Department of Justice (DOJ) Live Scan Fingerprinting. Live Scan is a system for the electronic submission of applicant fingerprints and the subsequent automated background check and response. Live Scan technology replaces the process of recording an individual’s fingerprint patterns manually through a rolling process using ink and a standard 8”X8” fingerprint card. DOJ coordinates other electronic processes resulting from the automated submission of fingerprints, including FBI criminal history checks.


Live Scan (Digitally Scanned Fingerprints)

All applicant fingerprint submissions must be transmitted electronically. Live Scan digital submissions provide the quickest way to submit and process background checks.

Live Scan technology allows digitally scanned fingerprints and related information to be submitted electronically to the Department of Justice within a matter of minutes and allows criminal background checks to be processed usually within 72 hours.

In California, fingerprinting must be done by a certified fingerprint roller or qualified law enforcement personnel.


APPLICANTS FOR FINGERPRINTING:

1. You must have a Request for Live Scan Service Form and

2. A VALID, government-issued photo ID

3. A Social Security Card is NOT required (except by some licensing requirements)


To be processed for California, you must be in California. Livescan services are NOT available for individuals needing livescan fingerprinting for other states, nor can individuals be fingerprinted via livescan for California if they are outside the state.


California Dept. of Justice has strict rules for livescan facilities. They are NOT allowed to assist applicants in filling out the Request for Live Scan Service form. If your information is incomplete they MUST refer you back to your employment or licensing agencies.


Livescan facilities must resubmit your fingerprints for no additional charge, ONLY if they are resubmitted from the original livescan facility, otherwise you may be responsible for their processing fee. Correcting information on the form is NOT a resubmission, nor is being fingerprinted for another employment or licensing agency. Where Do I Get the Live Scan Forms?


Applicants must get instructions and the forms required for fingerprinting services from the agency requiring their criminal history background check. Some agencies provide forms on their web site for download (e.g. DMV). The Live Scan office DOES NOT provide forms.



What Do I Need to Bring to My Appointment?


A valid government issue photo id is required. drivers license (any state), California Identification card, or passport. Expired identification information WILL NOT be accepted. A temporary license (paper printout from DMV) is not a valid form of identification. A "Request for Live Scan Service Form". Please complete the Applicant information prior to your appointment. Fees (applicant clearance if applicable and rolling service fee). We accept cash, check, money order, Visa or Mastercard.



How Much Will My Live Scan Cost?


A rolling service fee of $15.00 will collected when you get your Live Scan fingerprints taken. Rolling fees vary by agency and typically range from $10.00-35.00.

There also is a criminal history processing fee collected by the California Department of Justice and Federal Bureau of Investigation for the background checks. While often paid by the agency requesting criminal history reviews, some applicants may have to pay this fee so check with your requesting agency. Fees are subject to change without notice. What If I Don't Receive Any Response?


The DOJ sends the response directly to the requesting agency (not to the applicant). Please allow a minimum of seven days before making a status inquiry. Applicants should check first with the agency that requested the background review.

24-hour Automated Telephone Service Available: 916-227-4557. If a requesting agency does not have results yet and digital Live Scan fingerprints were submitted, you can use the automated telephone system to check on your submission. You will need the following information: (1) your date of birth; and (2) the 10-digit Automated Transaction Identifier (ATI) number that appears at the bottom of the Department of Justice Request For Live Scan Service form. The ATI number always appears in the following sequence: 1 LETTER; 3 NUMBERS; 3 LETTERS and 3 NUMBERS.




What If I Receive a Rejection Notice? If you received your live scan service with our agency, contact us for an appointment so that we may resubmit your fingerprints. Bring your rejection notice, and a new completed Request for Live Scan Service Form. There is NO CHARGE for resubmission.
